69.5 Above 69.5 ft, Expect flooding of the paper and power plants and areas on the Oregon City side of the river. Also expect considerable flooding of Southern Pacific Railroad, low parts of Hwy 99E, and other low areas upstream of the Oregon City locks.
65 Above 65 ft, Expect flooding over side of upper locks. Water flow at this level begins to impact the paper plant and power plant.
64.7 Above 64.7 ft, Expect water flowing over the top of lock gate #7.
