- 10.5 - In Philadelphia, Delaware Avenue from Penn Street to Washington Avenue is closed due to flooding. The I-95 off ramp to Washington Avenue is also closed. Eastbound Race Street from 2nd Street to Delaware Avenue floods and is closed. Eastbound Spring Garden Street from Front Street to Delaware Avenue floods and is closed.
