Percentage of normal precipitation data is a byproduct of National Weather Service (NWS) operations at the 12 CONUS River Forecast Centers (RFCs), is displayed as a gridded field with a spatial resolution of roughly 4x4 km, and is derived by simple grid mathematics where "normal precipitation" is divided into the "observed precipitation" dataset.
Routinely updated nine times per day at approximately 9:30am, 10:30am, 11:30am, 12:30am, 1:30pm, 2:30pm, 3:30pm, 4:30pm and 5:30pm Eastern Standard Time. Data for the western U.S. are usually available by the second or third update. While the data in the final update are much less likely to change, they are neither official nor certified. Please contact the National Climatic Data Center for certified past weather information.

Percentage of normal precipitation is generated by simple grid mathematics, where the normal precipitation dataset is divided into the observed precipitation dataset. Fidelity of the data is dictated by the normal and observed precipitaton data.
Departure from normal precipitation is generated by simple grid mathematics, where the normal precipitation dataset is divided into the observed precipitation dataset. Completeness of the data is dictated by the normal and observed precipitation data.
